National Target 18: By 2020, knowledge, the science base and technologies relating to biodiversity, its values, functioning, status and trends, and the consequences of its loss, are improved, widely shared and transferred, applied and reflected in the implementation of the NBSAP.

​Limited knowledge on biodiversity and the ecosystems that support it (economic value, status, trends among others) has constrained informed decision making in the design and implementation of policies, programs, and activities that can ensure their sustainable conservation and management. This also includes knowledge and technologies on genetic resources especially those important for the development of agriculture. In addition, the institutional and technical capacities of those mandated to manage these resources are grossly inadequate. Even where knowledge exists, it has not been shared widely which again affects the robustness of the measure being proposed for implementation.
